Suginami City provides guidance to foreign residents by introducing consultation services offered by the national government, the Tokyo Metropolitan Government, other municipalities, and the city itself. These services cover a wide range of topics, including daily life, residence procedures, employment, labor issues, human rights, legal matters, and education.If you are unsure where to ask, please start with one of the general consultation services below.

General Consultation

Foreign Residents Support Center （FRESC）

FRESC is a national one-stop support center where eight government-related agencies involved in the support of foreign residents are located on one floor, providing consultations on residence status, visas, employment, labor issues, human rights, and other matters. Staff speaks Japanese, English, and Chinese, and tablet-based interpretation is also available in Korean, Portuguese, Spanish, Filipino, Vietnamese, Thai, Indonesian, and Nepali.

A multilingual consultation service provided by the Tokyo Metropolitan Government. You can seek advice about daily life and administrative procedures in multiple languages including Easy Japanese, English, Chinese, Korean, Portuguese, Spanish, Thai, Russian, Tagalog, Vietnamese, Hindi, Nepali, French, Indonesian, and more.

Employment and Labor Consultation

Tokyo Employment Service Center for Foreigners（東京外国人雇用サービスセンター）

This center provides job consultation and employment support for foreign nationals permitted to stay in Japan for employment purposes, as well as international students seeking employment.

Tokyo Labour Bureau – Consultation and Support Office for Foreigners（東京労働局外国人特別相談・支援室）

Provides consultations on labor issues, such as working conditions, dismissal, unpaid wages, labor law violations, and workplace trouble. The office also offers guidance to employers of foreign workers.

Offers daily life consultation—including residence-related matters—in English, Chinese, Spanish, Portuguese, Indonesian, Vietnamese, and Tagalog. Consultation is available by phone or in person.

Tokyo Metropolitan Education Consultation Center（東京都教育相談センター）

Provides interpreter-supported consultations（English, Chinese, Korean）for foreign children and students regarding school life and advancement to Tokyo Metropolitan high schools. These services are mainly available on Friday afternoons.
